actually it is 70 AL...
and any SMART player would use a cancel stance.
(and also a monk can use protspirit on them so they only get 10% dmg:P,works for me in ab fooling round on a monk frenzy+heal sigging!!!!!)

Starting out, especially if your new to the class, I'd vote monk for the heals and change it up later.
There is no best secondary and it's hard to post comment unless people present what there over-all goal and play style preference is.

I doubt you'll use your 2ndary profession much in PvE. I don't think it really matters, but I'd take Monk or Rit for a hard res.

If you plan to go melee, I'd choose /W for Wild Blow and an IAS, especially if you don't have Nightfall. Otherwise, Ranger is a good choice so you can use a bowassin. Other than that, there's not really a good reason to even use a second profession unless you are farming or something.

The A/Rt is under rated as a secondary class. With +5 Energy daggers you can easily chain some very helpful weapon spells to your dagger attacks creating deadly spike damage with 10/10/10 in Dagger Mastery, Critical Strikes, and Weapon attribute.
The Best? For a PvP Assasin, I'd say Warrior, Dervish or Assasin.
For a PvE assasin, I'd say Monk, ritualist or Dervish, because the main bonus of the warrior is the IAS, which is available in the PvE only skill "Critical Agility".

Hmmm...
A brand new Assassin, fresh right out of the box (meaning, no hand me down equipment - ie: weapons).
My suggestion, A/Rit.
Why? You will have access (eventually) to Weapon spells, hard rez, a spirit summoning (so you can teleport to a spirit if you need), good self-heals.
I went from A/Mo, to A/N, to A/W. I did this because my Assassin had maxed weapons that my other characters found on their adventures. From, + damage while enchanted, to + damage vs hexed foe, to Zelous Daggers (end game), which is why I switched to A/W.
